Matilda (Tilly) Devine was a notorious East Sydney madam and organised crime boss in the 1930s. She triumphed in a now almost forgotten period of sly grog and dubious late night entertainment. Mink-coated, bejewelled, and known as the "Queen of Woolloomooloo" Tilly was known for her lavish wartime parties and frequent flamboyant acts of generosity and charity.
